Radchenko Alina was born in Kazan, graduated from the Economics Faculty of the Gorky State University, the Moscow State Law Academy and the Russian Academy of Public Service under the President of the Russian Federation, has PhD in Political Science, held the position of an adviser to the Deputy Chairman of the Government of the Russian Federation, later was an Advisor to the Office of the President of the Russian Federation on Domestic Policy.  Since 2007 she has been the head of the federal state institution "Civic Chamber of the Russian Federation".

Since September 2016 she has been a representative of Rossotrudnichestvo in the Republic of Cyprus and was appointed the Head of the Russian Center for Science and Culture in Nicosia.
